The Ecuadorian people have renewed their support and confidence in his president, the economist Rafael Correa, and his political party ALIANZA PAIS, during the Constituent Assembly election that took place on the 30th September 2007. Official results will be available later today. Provisional figures indicate they have got 72 of the 130 seats of the Constituent Assembly. This new Latin American constitutionalism, that started in Colombia and expanded later on to Venezuela, Peru, or Bolivia, is a genuine, democratic and progressive process which main goal is to increase the participation of the people in the design of a new Constitution and regulations. The Ecuadorian president announced before the elections that he will resign from his post if his party did not get the necessary support.

On this first day of October we awake with the joy of a resounding, overwhelming, historic triumph of democracy. We congratulate our beloved Ecuadorian people and the government of Rafael Correa, because we have given the world a lesson in public spirit, participation and cohesion. We have completed a historic day’s work in which our Ecuadorian people have shown their determination to advance unswervingly towards change.

For decades we had been struggling and fighting for radical change in the rules of play in our country, dominated by the corrupt rule of a party abasing itself before the dictates of the “American Empire” and its transnationals and governing solely according to its selfish interests while subjecting our peoples to the most abject misery, compelling millions of our brother citizens to emigrate to the countries of the north in order to provide for their children the bread denied them by the State.

We acknowledge with enthusiasm and gratitude that, nine months into the present government’s tenure, our country has come back to life! The commands and requests we have made as citizens are fulfilled. All the campaign promises are being kept. The ‘barbarous’ mandate to call and formalise a national constituent assembly, with full powers, is a fact; and finally we count on the certain expectation that the new ‘Magna Carta’ will deliver the perceived needs of our ‘sacred land’.

We thirst for justice, equality, freedom, self-determination and economic, political, territorial and nutritional sovereignty, and urge respect and love for our mother Nature. And now these are within our reach. We have everything, we have enough votes to make complete change a reality. The triumph of winning more than 72 seats (a provisional figure; there will certainly be more) in an Assembly of 130 members guarantees that the popular mandate is assured.

We believe that the oligarchic groups represented by their political parties, which have always held the real power, are at last buried. None of their efforts during this last campaign to discredit the present government and undermine its legitimacy succeeded; the huge amounts of money spent by the big media – television, radio and press – to sow doubts among the people were spent in vain. We now understand that our people would not allow themselves to be taken by surprise or cheated; on the contrary, they demonstrated clear understanding and freedom, casting their votes with absolute certainty, knowing that lying and cheating have been the daily bread of the scoundrels in office.

From now on ‘the losers’ will look for new strategies and dodges to retain power … but it is too late. The hour has come for those below, for the excluded; we trust, and keep watch to ensure that this whole irreversible process ends well, in accordance with the mandate that constitutional power is ours, the people’s!

We are certain that today’s ‘losers’ will choose to flee the country, as they have done in other countries, knowing that they have no guarantees for their big scams.

Although overjoyed by this triumph, we are concerned about the uncertain future of the indigenous nationalities in this new Magna Carta. Up to now it has pained us to note that the present régime lacks total and complete understanding of the meaning of the demand formulated by the National Indigenous Movement for constitution of the Multi-national State. We have seen until now that the necessary respect and value accorded to our ethnic and cultural diversity are non-existent. We are disappointed by the government’s refusal to accept the indigenous nationalities’ demand for full participation in the National Constitutional Assembly, with its own delegates chosen in accordance with their own usage and customs. Colombia has already accepted this within the past decade! How is it that the present government has failed to understand?

However, we foresee that the good sense of the elected members of the Assembly, together with the political will expressed by President Correa after welcoming this splendid and irrefutable triumph ‘with humility and responsibility’, and opening himself to the demands of every sector, brings us to conclude not only that the rights of native peoples will be upheld in the new Magna Carta, but also that they will be increased and developed, and will become part of the Constitution of the Multi-National State, since ‘without native peoples, there is no democracy’.

UN NUEVO FUTURO PARA ECUADOR
Este primero de octubre despertamos con la alegría de un triunfo democrático, histórico, contundente, arrollador. Nos felicitamos con nuestro amado pueblo ecuatoriano y con el gobierno de Rafael Correa porque hemos dado al mundo una lección de civismo, de participación y de coherencia. Cumplimos una jornada histórica en la cual nuestro pueblo ecuatoriano demostró su determinación de avanzar definitivamente hacia el cambio.

Desde décadas, habíamos estado luchando y batallando por el cambio radical de las reglas de juego de nuestro país que, dominado por una partidocracia corrupta, obsecuente con los dictámenes del imperio y sus transnacionales, había venido gobernando únicamente para sus intereses mezquinos y sumiendo a nuestros pueblos en la miseria más abyecta, fruto de lo cual más de tres millones de hermanos, compatriotas nuestros compulsivamente emigraron a los países del norte, buscando el pan para sus hijos que el estado les negaba.

Constatamos con entusiasmo y gratitud que, con el actual gobierno estrenado hace nueve meses, LA PATRIA VUELVE!. Que nuestros mandatos y demandas ciudadanas se cumplen. Que todas las ofertas de campaña se van haciendo realidad. Que el mandato “forajido” de convocar e integrar una ASAMBLEA NACIONAL CONSTITUYENTE DE PLENOS PODERES, es un hecho; y que por fin contamos con la esperanza cierta de que la nueva CARTA MAGNA recoja las necesidades sentidas de nuestra “Patria, tierra sagrada”.

Tenemos sed de JUSTICIA, IGUALDAD, LIBERTAD, AUTODETERMINACIÓN, SOBERANÍA ECONÓMICA, POLÍTICA, TERRITORIAL y ALIMENTARIA; y urgencia de RESPETO Y AMOR A LA MADRE NATURALEZA. Y esta vez estamos en la posibilidad real de alcanzarlo. Tenemos todo, tenemos los votos suficientes para que el cambio total sea factible. El triunfo de alcanzar más de 72 escaños (datos provisionales, que seguramente serán más) en una Asamblea integrada por 130 asambleístas, nos garantiza que el mandato popular está asegurado.

Los grupos oligárquicos representados por sus partidos políticos, que han tenido desde siempre el poder fáctico, creemos que están por fin sepultadas. Todo lo que hicieron durante esta última campaña para deslegitimar y desacreditar al actual gobierno YA NO LES DIO RESULTADO; en vano los grandes medios televisivos, radiales y escritos gastaron ingentes cantidades de dinero y de tiempo para hacer dudar al pueblo. Acabamos de comprobar que nuestro pueblo ya no se dejó sorprender, ni engañar, antes bien, dio muestras de clara inteligencia y libertad; dio su voto con absoluta entereza, sabiendo que los engaños y las mentiras habían sido el pan de cada día de los politiqueros de turno.

De ahora en adelante “los perdedores” buscarán nuevas estrategias y artimañas para retener su poder… pero es demasiado tarde. Llegó la hora de los de abajo, llegó la hora de los excluidos; confiamos, y nos mantenemos VIGILANTES de que todo este proceso irreversible termine bien, respondiendo al MANDANTE que es el pueblo, que integramos el poder constituyente!.

Estamos seguros de que “los perdedores” de hoy optarán por “fugar” de la patria, como lo han hecho en otros países, aduciendo que no tienen “garantías” para sus grandes negociados.

Pero a pesar de que este triunfo nos ha llenado de gozo, nos tiene en vilo la incertidumbre del futuro de las nacionalidades indígenas en esta nueva CARTA MAGNA. Hasta ahora hemos constatado con dolor que en el actual régimen no hay una total y cabal comprensión de lo que significa la demanda formulada por el Movimiento Indígena Nacional por la constitución del ESTADO PLURINACIONAL. Hasta el momento hemos visto que no existe el respeto y la valoración necesarias hacia nuestra diversidad étnico-cultural. Constatamos con desazón como el gobierno fue incapaz de aceptar la demanda de participación de las nacionalidades indígenas al interior de la Asamblea Nacional Constituyente con delegados propios, elegidos de acuerdo a sus propios usos y costumbres. Si esto lo aceptó Colombia ya en la década pasada! ¿Cómo es que el actual gobierno no logró entender?

Sin embargo, auguramos que la sensibilidad de los asambleístas electos, unida a la voluntad política expresada por el Presidente Correa, luego de este magnífico e irrefutable triunfo de acogerlo “con humildad y responsabilidad” y de abrirse a las demandas de todos los sectores, nos lleve a conseguir que no solo se mantengan los DERECHOS DE LOS PUEBLOS INDÍGENAS en la nueva Carta Magna, sino que se profundicen y desarrollen, y se de paso a la constitución del ESTADO PLURINACIONAL a sabiendas de que “Sin Pueblos Indios, NO HAY DEMOCRACIA
